Baby tees, low-rise, and the shiny side of 2003.

Y2K is deliberate excess from the flip-phone era: baby tees, low-rise denim, tinted sunglasses, butterfly clips, and anything holographic. The look thrives on color — hot pink, chrome, lime — and on accessories stacked past the point of taste, which is exactly the point.
Shoot it on saturated seamless or under neon; the aesthetic was born in malls and music videos, not in nature. Platform sneakers and chunky rings finish it. If the outfit would confuse someone in 2003, it's too modern.
